The quarter is in DuoTian Town which is in the southeast side of Xinghua. Surrounded by Nanting Road in the north, East Duotian Road in the east, Zhonghe Road in the south and Duotian Road in the west, it is planned to occupy totally 14.26ha. The land is mainly used as farm land at present. According to the relevant regulations of Jiangsu province, the construction border will be set back 5 meters to Nanting Road, 3 meters to East Duotian Road, 8 meters to Duotian and Zhonghe Road.

“One center, one axes, two circles and three districts” is the main design idea. “one center” is the activity center rely on the river which divide the south and north area. “one axes” is view corridor with plenty of green plants from south to north. “three districts” are the three residence quarters divided by the river, within which, the north is divided into A and B area to allocate the villager. The west district is business area.  

The axes from north to south is the core line of the quarter. The constructions are organized in strips, combining public service buildings and the green belts together.
