I. Basic situationn of APEC Architect Project

1. Introduction of APEC Architect Project
This project is developed by HRDWG, initialed and carried out by the related department of Australia government. Until now, there have been 12 counties' economy became the members of it. At the same time, they established their supervisor committee and authorized by the central council, marked the project has entered into its implementation stage.


2.Aim
The project is organized with the purpose of the purpose of "to sustain the growth and development of the region for the common good of its peoples".


3.Definition
APEC architect is the one who has been identified as an architect by registration, certification holding or other ways in an economy which is a member of APEC Architect Project.


4.Standard
(1)At least 4 years undergraduate course study in architecture or related field.
(2)Worked at least 2 years before applying for registered architect in the economy.
(3)Must pass the test in the economy.
(4)7 years'working experience as an architect, within which, at least 3 years'as a principle.
(5)Only if have certain files to prove yourself, otherwise, must pass a test for those who have no practice in this field for 2 years.

5;APEC Architect Register
Its meaning is below:
(1)These registered ones have been proved have the independent implementation ability. When they are serving for others there should no restriction. But the Amphitryon can require more recognition to them in a transparent way.
(2)Every Monitoring committee will publicize their requirement to the APEC architects from other economy on their sites.
(3)APEC architects register provide a comment platform for the participants of the economy to realize the recognition of mutual recognition agreement of multilateral market access.
(4)The APEC architects register in every country is initialed on Sep.29, 2005.

6;The Organizations of APEC Architects Project are as below:

(1)Central Council-the highest responsible authority of APEC Architects Project. Every Monitoring committee has only one vote in the economy. The central council authorizes every committee to exert their functions. Unauthorized economies can send their representatives to attend the meetings as an observer without voting.
(2)Monitoring Committee-every economy should have a Monitoring committee to manage the affairs of APEC Architects Project. The committee's main target is making record for every APEC Architects and update the APEC Architects standard.
(3)Secretariat-attend to manage APEC Architects Project's everyday affairs. Every economy who is on its secretariat duty, he can ask other economy to cooperate with him or ask to release his responsibility. The secretariat has to harmonize, supervise and organize the activities of the committee and to maintain the web site of APEC Architects Project.

7;Expenses of APEC Architects Project
The outlay of Central Council is collected from every Monitoring committee whose numbers of participants decide the amount they should pay. And the outlay of Secretariat will also be charged with the Monitoring committees. The outlay of the Monitoring committee is from the tax paid by the registered architects.

8;Examining and Approving of APEC Architects
The Monitoring committees are responsible to provide information related information to the data base and website of their precinct, deal with the application, evaluation and registration works for APEC Architects and maintain and renew the standards needed. The central council will examine these standards in a certain time.
Every approved architect can obtain an APEC Architects ID Card and related certificate.
The register number is composed by two letters of acronym of the economy and five numbers, for example, the register number in China is: CN£Ø£Ø£Ø£Ø£Ø


9;Languages of the websites
The standardized language is English, different economy can use their own mother language but the files submitted to the Central Council and information publicized on websites should be written in English. The websites should include four items:
(1) Brief introduction of APEC Architect Project
(2)The name list of this economy
(3)Registration information and download data about how to be an APEC architect
(4)Requirement to approve the architects from other APEC economy


II. Implementation Plan of APEC Architect Project in China

10;Significance
We are playing an more and more important role in international and regional affairs, which is important to accelerate our economic development and ensure our international status. It will have a positive effect in the management of foreign architects, promoting the output of our architects and providing an internationalized platform to domestic architectural design market management if we attend this program which is arousing concerning from a lot of APEC countries.

12;Registration as an APEC Architect in China
(1)Process for Applying and Approving:
Anyone who has been as a grade one registered architect for more than 7 years are allowed to apply.
Data Inquired: (1) fill out application table; (2) copies of registration certificates; (3) list of the main projects the applicant designed by his practice seal during the submission period (sealed by the union that he working for)
Processes: download tables on the websites of Ministry of Construction, China Engineering Information Net and Building association. Then, the candidates are assessed by Secretariat of China Monitoring Committee. The successful ones will be announced and reported to Central Council to put on records.

(2)Application Time and Contact information:
Applications can be submitted at any time and be assessed with batches. The acceptance of the applications is initialed on Sep.10,2005 by China Monitoring Committee. Applications should be written both in Chinese and English.

13;Submission of Application to be a Member of the Division
Anyone whose relevant information is registered on APEC architect register, which is approved by China Monitoring Committee and has obtained the Certificate and ID card are allowed to apply. The application table is available on the website of building association. Then the local building association will hand these applications to related department.
